		<description>Google isn&#039;t going to improve the quality of its search results (by eliminating the paid link economy) more than a small fraction of the improvement they will realize when they stop throwing poorly linked sites into the UNDISCLOSED Supplemental Results Index.

Google needs to start letting unique, relevant content in the Supplemental Results Index rank better than less relevant content in the Main Web Index.  Currently, being in the Main Web Index trumps more relevant content in the Supplemental Results Index.

Google created the buy-links-for-PageRank problem when they started forcing people to get PageRank in order to have their pages included in the Main Web Index.

Google can easily solve this problem by focusing on RELEVANCE rather than by trying to prove that the failed concept of PageRank really adds anything of value to the search experience.

And the paid link sellers have already started going underground.  Google can chase them all it wants but it cannot prevent people from engaging in a business practice that existed before Google did.</description>
