Google Biased Towards International Top Level Domains

According to a blog Netlash, Google's search results are location specific, for instance while surfing on Belgian computer, on Belgian Google site, it shows all Belgian companies in top 5-results, while working on Google.nl, the result is sites from Dutch and Belgian and on Google.com, with the help of proxy, Google thinks that you are an American and the results are international sites. It could be because the results depend on the IP-address of the searcher's computer. The blog ends with a link to the Google World Wide Search Comparison Tool from Oy-Oy. Does it mean Google is location specific/ restricted while producing search results?
