Google To Introduce Notifying Program For Some Webmasters

As stated by Matt Cutts today, Google will be introducing a trial program to notify some Webmasters to check if their sites have been penalized or not. He further adds on that to be eligible you have to register yourself for the Google Sitemaps service.
