Recently, Adam Lasnik of Google wrote in a WebmasterWorld thread saying :
"Advertising's fine
Buying links for PR: bad
Google senses much
"
Adam advices to buy links for advertising and not for building PR. However, the question is that how can Google be sure of whether the link is there for advertisement purposes or for its PR?
