Is Google Measuring Domains Over Individual Pages?

Does Google display results which are powerful individual pages or URLs from tightly wound, highly relevant domain? When it comes to domain strength, link power is known to flow within the domain and can be directed to influence rankings of a certain page. In fact, it is well advised to keep the link syrup well flowing throughout the domain.
So can Google carry it to the next logical step and do the same with theme and relevancy too? Very simply, it means that it will no longer be a smart page that ranks better. In effect, whole domains will be analyzed with respect to a particular query and see if it holds enough value.

Then why are Wikipedia pages creeping up in the serps? I don't mind when a good article does well but pages marked as stubs are beating out sites with pages of information. Google must me considering the whole site heavily even though it's mostly unrelated.
