It is possible to get a decent website that is well optimized just using the google tools. I've looked at a number of the tools mentioned here but found that a lot of them were too specialist. Wordtraker for instance is a great tool and will find keyword phrases that no one is competing for but then the search traffic for these terms is minimal too
